SB 932 -- UNEMPLOYMENT COMPENSATION

SPONSOR:  Loudon (Wilson, 130)

COMMITTEE ACTION:  Voted "do pass" by the Committee on Workforce
Development and Workplace Safety by a vote of 12 to 4.

This bill removes the salaries of elected officials from those
salaries which are not considered wages when determining the
weekly partial benefit amount a partially unemployed employee is
entitled to receive.

FISCAL NOTE:  No impact on General Revenue Fund in FY 2005, FY
2006, and FY 2007.  Estimated cost on Other State Funds of Less
than $25,000 in FY 2005, FY 2006, and FY 2007.

PROPONENTS:  Supporters say that elected officials should not be
treated as a special class of employees.

Testifying for the bill was Senator Loudon.

OPPONENTS:  Those who oppose the bill say that public service
involves sacrifice, and the exemption is a small pay back for the
time and effort required of elected officials.  Removal of the
exemption may be a disincentive to a person of limited means
wishing to become involved in the democratic process.

Testifying against the bill was Missouri AFL-CIO.
